Prof. Christopher Behan

Visiting Professor of Law - Southern Illinois University - USA

Professor Christopher Behan Professor of Law in the faculty at the SIU School of Law. Prior to that, he was an officer in the United States Army Judge Advocate General’s Corps for nearly eleven years. His final assignment was Associate Professor of Criminal Law at the Judge Advocate General’s School in Charlottesville, Virginia. During his military career, he also served as a legal assistance attorney, military prosecutor, criminal defense attorney, administrative law attorney, international and operational law attorney, and legal advisor to U.S. forces in the Sinai Desert as part of the Multinational Force and Observers.

Professor Behan served as Acting Dean of the School of Law from September 2017 to July 2018. He also served as Associate Dean for Academic Affairs from July 2014 to October 2017.

Professor Behan earned an L.L.M. in Military Law (Criminal Law Specialty) from the Judge Advocate General’s School in 2003 and was named to the Commandant’s List. He received his J.D., magna cum laude, in 1995 from Brigham Young University’s J. Reuben Clark Law School. He was a member of the Order of Barristers, the Director of Interschool Competitions on the Moot Court Board, and a member of the National Moot Court Team. He obtained his B.A., magna cum laude, from Brigham Young University in 1992, majoring in English.

Professor Behan’s research and teaching interests include military justice, evidence, national security law, and trial advocacy pedagogy. In addition to teaching at SIU School of Law, Professor Behan teaches trial advocacy for the National Institute of Trial Advocacy, Justice Advocacy Africa, and law firms and government agencies throughout the United States. He has also served as a member of the faculty of the National Judicial College in Reno, Nevada, teaching advanced evidence courses to state court trial judges.

Professor Behan is married to Valery Christiansen Behan (J. Reuben Clark Law School Class of 1994). They have seven children, three dogs, a cat, and a gecko. Professor Behan’s hobbies include indiscriminate reading, writing, walking with his dogs, losing video games to his children, and taking long road trips with his family.

Professor Betty MCDONALD, C.M. (Gold), FHEA, Ph.D., MPhil, MEd. (Dist.), Pg. Dip Ed. (Dist.), PBL Dip., mIAEA, mAERA, mEDUCAUSE, Fulbright Fellow, Haggai Institute Fellow, Commonwealth Fellow, Canada-CARICOM Faculty Leadership, Association of Commonwealth Universities, UNESCO/TTUTA, American Psychological Association and Endeavour Executive Awardee has over five decades of academic experience. She has taught at all levels of the education system: early childhood, primary, secondary and tertiary.

As a Visiting Professor, she has travelled to countries like Australia, Barbados, Bahamas, Belize, Canada, China, Denmark, Germany, Guyana, Hong Kong, Iceland, India, Jamaica, Singapore, South Africa, Sweden, Tortola, UK, USA, Zambia to mention a few. She has presented her research findings at national, regional and international workshops and conferences where she has served as Keynote Speaker, Special Speaker and Session Chair.

She has supervised international exchange students and undergraduate capstone projects, locally and internationally. Professor McDonald has to her record over 222 edited publications and presentations, including over 45 academic books. She has developed and delivered several online courses and collaborated with many universities for grant funding, research and co-authoring journal articles.

Her research interests include assessment, teaching and learning, problem-based learning, service learning, professional development, mathematics education, applied statistics, project management, technical and vocational education, blended and online learning.

Her commitment to community enhancement manifests itself in volunteerism locally and internationally, board membership, percussionist, editor, teacher, mentor, counsellor and other leading roles where she serves with much enthusiasm. In recognition for her long and meritorious service to national development in the sphere of Education, Professor McDonald was awarded the Chaconia Gold Medal of Merit by the government of Trinidad and Tobago.

A recipient of many sports medals like the national marathon (42K), 10 K, 8 K, 5 K, Professor McDonald pursues numerous personal interests including ornithology, golf, scuba diving, swimming, snorkeling, music (piano, guitar, flute, violin, recorder, French Horn, pan, percussion), astronomy, dancing, netball (represented Trinity Hall at UWI), table tennis, lawn tennis, squash, badminton, aerobics, athletics, weight training, kick boxing, taebo, taekwando, tai chi, yoga, pilates, mountain climbing, rock climbing, hiking and bridge.

Prof. Phooko Retselisitsoe

Visiting Professor of Law/ South Africa

Retselisitsoe was born in Matatiele, Eastern Cape. After matriculating from Thaba-Jabula Senior Secondary School (Soweto), he went to work as a security officer at SuperMart Rusteng. Thereafter, he pursued his studies and obtained a Diploma in Human Rights from the then-University of North-West (Mafikeng) and an LLB degree from the North-West University (Mafikeng). He completed his LLM degree in International Human Rights Law from the University of Notre Dame (USA), and an LLD degree from the University of South Africa.

Phooko describes himself as a Pan-African scholar whose research interests are largely focused on the African continent.

Prof Phooko is a member of the Electoral Court of South Africa. He has also an ad hoc a Judge of the High Court, Pretoria where he presides over various cases ranging from insolvency law, customary law, and the law of contract. His written judgments are also available on SAflii.

Retselisitsoe has inter alia received various forms of funding from the Attorneys Fidelity Fund, The James Smith Educational Trust, and the Ismail Mahomed Fellowship to pursue both his undergraduate and postgraduate studies. He is also a recipient of grants from the United Nations and the African Institute for International Law that enabled him to further his knowledge in Public International Law.

Prior to joining the North-West University, Retselisitsoe was the Head of the Department and an Associate Professor in the Department of Jurisprudence, at the University of Limpopo. He has inter alia worked as a lecturer and senior lecturer at the University of South Africa where he taught modules such as Research Skills for Law and supervised both LLM and LLD students. He further worked as a Candidate Attorney at the Legal Resources Centre (Durban) where his duties included representing both farm and shack dwellers who faced imminent evictions. Retselisitsoe has also worked as a Law Researcher at the Constitutional Court of South Africa for retired Justice Zak Yacoob.

Retselisitsoe further worked as a Project Facilitator for the Law Society of South Africa (LSSA) wherein he conducted a study commissioned by the LSSA about the uneven distribution of legal work in the legal profession and released a draft report titled “Distribution of Legal Working in the Legal Profession in South Africa 2015/2016. He was also a member of the Action Group on Briefing Patterns which was instrumental in the development, signing, and adoption of the Procurement Protocols for the Legal Profession at Emperors Palace, Johannesburg on 28 June 2017.

Retselisitsoe has published articles in peer-reviewed academic journals in the areas of international law, philosophy, and human rights. He has also conducted research and presented academic papers nationally and abroad.

Recently, Retselisitsoe was a managing editor of a book titled The Development and Application of SADC Community Law in Member States. The book has been recommended for publication by Juta Publishers and it will be launched late in 2023.
